1. Buy a new or used vehicle in Andorra?
You have the possibility to buy a new or used vehicle in Andorra, however, the Andorran principality is not part of the European Union, you will have to pay the VAT of the country to which you wish to import it in addition to the sale price, as well as customs fees (Percentage applied according to the sale price). When passing through customs, your vehicle will automatically lose its Andorran registration plate.
2. Can I buy a new or used vehicle with Andorran registration plates without being an Andorran resident?
To benefit from an Andorran plate, a new or used vehicle must be in the name of either a natural person who is an Andorran resident (Andorran or expatriate with a residence card) or an Andorran company. Apart from these two cases, it is not possible to own a vehicle with an Andorran plate if you reside in the European Union or abroad.
3. Andorran companies offer residents of the European Union to buy cars with Andorran plates, is this legal?
Various Andorran companies offer European residents the opportunity to buy cars with Andorran plates. This is, for the moment, only possible because the cars are in the name of the Andorran company and not in the name of the future owner, and this with the risks inherent in this type of transaction (bankruptcy of the company holding the property, change of law in the country, etc.).
4. Is it possible to import a new or used vehicle into Andorra?
If you are an Andorran resident (Andorran or expatriate with a residence card) you can import a new vehicle as long as it is EURO 5 for cars and EURO 4 for motorcycles or its date of entry into circulation is less than 5 years on the date of importation.
5. Can I import a used vintage vehicle into Andorra?
You can import a so-called “Collection” vehicle into Andorra if it is at least 30 years old on the date of importation. It benefits from a technical inspection (ITV) adapted for its registration.
6. Are new or used Andorran vehicles approved?
All vehicles present in Andorra benefit from a Certificate of Conformity in Europe (COC). They can therefore be exported to all countries of the European Union.
7. What are the advantages of Andorran registration?
Andorra is not part of the European Union and as such does not share any data on road traffic offences with Europe, with the exception of accidents involving physical violence. Owners of Andorran plates do not receive any fines or tickets from the European Union (parking, section radar or speed control radar). During physical road checks by the police with interception (portable radars or binoculars), owners of vehicles with Andorran plates are liable to fixed fines up to 40km above the legal speed limit (€90). In the event of a high speed offence (DGV) with interception, the police can request the seizure of the vehicle and initiate legal action with Andorra.
8. What is the difference between the Andorran license and the English license?
The Andorran license issued to Andorran residents is a license without points. Foreign Andorran residents must give up their original license in exchange for this one. If they return to settle in their country of origin, with the Andorran license, they can recover their original license.
9. Are Andorran vehicles subject to ecological penalties?
To date in Andorra, the Ecological Penalty does not exist, nor additional taxes, nor a TVS in addition to the purchase price of a car.
